Saudi King Salman bin Abdulaziz stood among Crown Prince Mohammed bin Salman, King Abdullah of Jordan, Emir al-Sabah of Kuwait and Sheikh al-Maktoum of the UAE in front of a large window in the al-Safa Palace overlooking millions of pilgrims performing Umrah in Mecca.
