Saudi king approves launching of HR development program

Saudi Arabia's King Salman has approved the launching of the King Salman Program for Human Resources Development, the Saudi Press Agency reported on Wednesday.

The program aims at boosting the productivity of government employees, in addition to improving the workplace environment, according to Khaled Al-Araj, minister of civil service.

Al-Araj said the program will also frame policies and well-defined procedures to execute the human resources concept and get ready the second generation of leaders. “The first phase of the program, which is for a period of one year, is being implemented effective from Oct. 14, 2015 (Muharram 1, 1437. This phase is restricted to the ministries of justice, social affairs, agriculture, transport, communications and information technology, foreign affairs, and culture and information,” he said.

Al-Araj said the Ministry of Civil Service is at the helm of implementing the first phase of the program in coordination with the concerned ministries. “The ministry will work out executive procedures to achieve the goals of the program vis-à-vis the respective ministries,” he said.

According to the program, the Ministry of Civil Service will conclude a memorandum of understanding with the concerned ministries with regard to the criteria and mechanism for executing the program.

A director general for human resources and specialist shall be appointed at each one of these ministries, and this will be on the basis of an agreement between the Ministry of Civil Service and the concerned ministry.

The HR director at each ministry shall be directly associated with the minister.

The proposed mechanism to implement the program shall not harm the interest’s officials in the concerned ministries.

Al-Araj said the King also approved setting up of a committee under the Ministry of Civil Service and the other ministries will have representatives in the committee as members.

The committee is entrusted with the responsibility of identifying the difficulties faced by each ministry in implementing the first phase of the program and come out with solutions to address them.

On completion of the period of the first phase, the Ministry of Civil Service shall prepare reports containing the outcome of the implementation of the program by each ministry, and present them to the Council of Economic and Development Affairs within a period not exceeding one month after the expiry of the first phase, the minister added.
