Jabbar Yawar, secretary general of the Peshmerga Ministry in Iraqi Kurdistan, addresses relations between the Kurdish force and the Iraqi army. He says the Peshmerga asked high-ranking Iraqi army commanders to send reinforcements to Mosul but they refused, enabling ISIS to control the city in just one day. He says it is unlikely that his forces will help maintain Ramadi’s security.
“We’re establishing our forces’ doctrine [on the basis] that they’re forces of an independent Kurdish state,” he said.
