A Saudi analyst told Al Alarabiya that France was late in implementing a program similar to his country deradicalization programs which began in 2004, when the Interior Ministry responded to a series of domestic terrorist incidents by transforming its counterterrorism strategy, taking steps to balance traditional security efforts with techniques that address ideological sources of violent extremism.
