US pledges to respond to future attacks on Qatar: Executive Order
Israel’s attack on Qatar resulted in a public apology from Netanyahu and unprecedented US security guarantees for Doha
The US has pledged to respond to any future attacks on Qatar with “diplomatic, economic, and, if necessary, military” measures, according to an Executive Order signed by President Donald Trump.
The EO, signed on Sept. 29, 2025, comes weeks after Israeli Prime Minister Benjamin Netanyahu ordered an attack on the Hamas delegation negotiating with the US on a Gaza ceasefire.

Trump’s order states that Qatar has stood as a steadfast ally of the US over the years.
“In recognition of this history, and in light of the continuing threats to the State of Qatar posed by foreign aggression, it is the policy of the United States to guarantee the security and territorial integrity of the State of Qatar against external attack,” the EO said.
Going forward, the US will view any attack on Qatar’s territory, sovereignty, or critical infrastructure as a threat to the peace and security of the United States.
“In the event of such an attack, the United States shall take all lawful and appropriate measures — including diplomatic, economic, and, if necessary, military — to defend the interests of the United States and of the State of Qatar and to restore peace and stability,” according to the EO.
The Pentagon, State Department and Director of National Intelligence are also ordered to maintain joint contingency planning with Doha to ensure a rapid and coordinated response to any foreign aggression against Qatar.
The Hamas delegation attacked by Israel was residing in the Qatari capital of Doha. Although the Israeli attack failed to kill the top leaders of the militant group, it did kill and wound Qatari servicemembers. Qatar, as well as Gulf and Arab nations, quickly condemned Israel for the operation and held an emergency meeting and activated a joint Gulf defense mechanism.
Doha also demanded a public apology from Israel during talks with Trump, a request that Netanyahu was asked to fulfill during his Oval Office meeting at the White House on Monday. The White House released photos of what is being referred to as the “apology call.”
Bilal Saab, a former senior advisor at the Pentagon, said the order signed by Trump was significant. “Did Trump just offer Qatar something no one in the region (not even Israel) has? Ironclad security guarantees? (Yes, without congressional endorsement but still big, coming from the highest authority in the nation, the commander in chief),” Saab wrote in a LinkedIn post.
